2 Interdicted at OPC over Sexual Harassment Allegations

The Office of the President and Cabinet (OPC) has interdicted two National Intelligence Service (NIS) officers over sexual harassment.

The two officers are Senior Intelligence Officer Ackim Sanuka and Intelligence Assistance Officer Kamuzange Munthali.

According to interdiction letters served to the two which this publication has seen, the two committed Acts of Misconduct on several occasions by defaming female employees that caused distress to them contrary to the Malawi Public Service Regulations (MPSR) 1:201 (13) which states that a Civil Servant if guilty of misconduct when: he conducts himself on one or more occasions in a disgraceful, improper and unbecoming manner, or while on duty is grossly discourteous to any person.

“Defamation, issuing threats and distress to fellow workmates is a serious Act of Misconduct. Your conduct, action, and behavior also contravened the Gender Equality Act (2013) by inflicting psychological injury to your fellow female employees through character assassination which will be very difficult to heal.

“The Gender Equality Act (2013) prohibits harmful practices and sexual harassment at work which you are alleged to have committed on several occasions,” reads part of the letters with Reference number HQ/SF/18/36.
